How to Apply for EWS Certificate in Assam? EWS certificate is basically an income and asset certificate issued to the citizens belonging to the economically weaker sections of the society. Economically Weaker Section (EWS) is a new reservation sub-category under the General category; which came into effect from the year 2019.

How to Apply for EWS Certificate in Assam? EWSs who are not covered by the scheme of reservation for SCs, STs, and OBCs will receive 10% direct employment reservation in Assam’s government positions and services. Candidates must essentially present the valid EWS certificate that has been issued by the competent authority in order to be eligible for the 10% EWS reservation in any government job or admission to higher education.

EWS Certificate in Assam Eligibility Criteria 2025

How to Apply for EWS Certificate in Assam? Persons who are not covered under the scheme of reservation for SCs, STs and OBCs and whose family has gross annual income below Rs. For the purpose of qualifying for a reservation, an EWS must be identified for a sum of eight lakh rupees.

Income shall also include income from all sources i.e. salary, agriculture, business, profession, etc. for the financial year prior to the year of application.
In addition, regardless of family income, individuals will not be considered EWS if their family owns or possesses any of the following assets:

i. 15 Bigha of agricultural Land and above in rural area.
ii. 1 Bigha of residential land in a rural area and above.
iii. 1.5 Kathas of land in the area specified by the Municipal Corporation, Municipal Board, or Town Committee.
iv. House with a built-up area of at least 1000 square feet in an area that has been notified to the Municipal Corporation, Municipal Board, or Town Committee.

When applying the land or property holding test to determine EWS status, a “Family’s” property held in multiple places or cities would be combined.

The term “Family” for this purpose will include the person who seeks benefit of reservation, his/her parents and siblings below the age of 18 years as also his/her spouse and children below the age of 18 years.

Issuing Authority & Verifying Authority

Candidates who present an Income and Asset Certificate issued by the Circle Officer or Circle Officer (A) of the Revenue circle in which the candidate and/or their family normally reside are eligible to receive the benefit of reservation under EWS.
Only the Income and Asset Certificate in the format specified below, issued by one of the authorities listed below, will be accepted as evidence of a candidate’s claim to be an EWS member: $ The Officer who issues the certificate would do the same after carefully verifying all relevant documents following due process as prescribed.

$ Unless a different crucial date is specified, the candidate’s deadline to submit an income and asset certificate will be considered the closing date for receipt of applications for the position.

$ The appointing authorities should, in the offer of appointment to the candidates claiming to
be a member of EWS, add the following clause: “The appointment is provisional and subject to the Income and Asset Certificate verification through the appropriate channels.

If the verification reveals that the claim to belong to EWS is fake or false, the services will be terminated immediately without assigning any further reasons and without prejudice to such further action as may be taken under the provisions of the Indian Penal Code for production of fake or false certificate,” reads the agreement. The Income and Asset Certificate that the candidate submitted through the certificate issuing authority should be verified by the appointing authority.

Important points regarding appointment by EWS category 2025

In case all posts in State Government reserved for EWS are not filled up by candidates belonging to EWS category during the recruitment process due to shortage of eligible candidates, the balance posts will be filled up from candidates of unreserved category.

# The roster points designated for EWS will be applied to the EWS members selected against the quota for people with benchmark disabilities and ex-servicemembers.

A person who is an EWS member cannot be denied the opportunity to apply for an open position. Persons belonging to EWS who are selected on the basis of merit and not on account of reservation are not to be counted towards the quota meant for reservation.

Documents to submitted for Income and Asset Certificate

Following documents are must have to issue Income and Asset Certificate –

# Provide proof # Identity proof

# Salary slip (if employed)

# Land revenue received (subject to verification by LM for farmers)

Any other documents, such as a voter list, a Gaon Burrah Certificate, a Land Revenue Payment Receipt, or other similar documents
Authorities to issue Income and Asset Certificate
The official authority to issue Income and Asset Certificates is given to the following officers:

(i) District Magistrate/Additional District Magistrate/ Collector/ Deputy Commissioner/Additional Deputy Commissioner/ 1st Class Stipendary Magistrate/ Sub-Divisional Magistrate/ Taluka Magistrate/ Executive Magistrate/ Extra Assistant Commissioner

(ii) Presidency Magistrate, Chief Presidency Magistrate, or Additional Chief Presidency Magistrate

(iii) Revenue Officer not below the rank of Tehsildar and

(iv) Sub-Divisional Officer or the area where the candidate and/or his family normally resides.
